健保會：藥可浪費 立委直呼離譜
【台灣醒報記者楊蕓台北報導】「立法院支持醫療分級，健保會委員卻認為藥品可以浪費，請問衛福部還要做分級醫療嗎？」民進黨立委林靜儀3日召開記者會，質疑每年掌握6千多億預算的「健保會」，其委員沒有經正當選舉推派，卻在健保會上代表團體抒發個人意見，相當離譜。健保會則強調，難免兩方在重大政策意見相左，健保會委員的權責在政策上僅能當作「諮詢」，真正的決策單位仍是立法院和衛福部。
依健保法設立的「全民健康保險會」（簡稱健保會）及「全民健康保險藥物給付項目及支付標準共同擬定會議」（簡稱共擬會議），掌握國家一年6千多億的健保總額和給付標準，影響整體全民醫療照護的資源分配及運用。
民進黨立委林靜儀3日召開記者會，指出兩會議不僅掌握健保總額分配，還有討論哪些藥品、醫事器材納入健保支付等，然而，健保會35席委員中，「付費者代表」18人（佔51%），「醫事服務提供者代表」10人（佔28.5%），換言之，在擬定高達6千多億健保給付預算時，超過一半是團體代表，但來自醫院體系的專業代表卻不到3成。
健保會委員意見屢次與衛福部政策方向不同。林靜儀舉例，衛福部推動「分級醫療」不力導致中型醫療院所倒閉潮，有委員認為「區域醫院關床是因為沒有投資大筆經費，與大型醫院競爭失敗的後果」；對於民眾用藥浪費議題，竟有委員說，因為繳了健保費，所以我有不吃藥、把藥丟掉的權利，林靜儀反問，「立法院大力支持醫療分級，健保會委員卻認為藥品可以浪費，請問衛福部還要做分級醫療嗎？」
林靜儀也質疑，「衛福部有無檢視過，這些團體代表所要提出的意見，是否在團體中經過理監事同意，還是只是表達個人意見？」、「當健保會委員意見與立法院的立場或國家重大政策方向相左時，誰的位階比較高？衛福部要聽誰的？」
健保會執行秘書周淑婉回應，針對相關團體推薦的付費者代表是否能表達團體意見，衛福部尊重各團體的推薦機制，且推薦進來的委員也會先接受衛福部考評才能進入健保會；至於健保會委員意見與立院、衛福部相左，這在重大政策上在所難免，不過，「依健保法第五條規定，健保會委員的權責在政策上僅能當作『諮詢』，真正的決策單位仍是國會。」
